Sorry, not trying to come off argumentative, just trying to figure all this stuff out, as information is all over the place on various official looking websites.
This doesn't mean that all third country citizens arriving from low-risk countries could enter Switzerland.

US citizens residing in Europe and those who are traveling for essential reasons were always able to enter Switzerland if they had a valid reason to enter.
Transferring to Greece for vacation ( non-essential purposes ) would not count as a valid reason.
