Switzerland's risk definitions are for quarantine purposes, not for entry purposes for the passengers arriving from that country.
Eligible people arriving from high-risk countries are do need to quarantine upon arrival to Switzerland but those from low-risk countries do not.
Nothing to do with the citizens/residents of low-risk countries being allowed.
I am not sure I agree, and more to the point not sure what the point is, as can't figure out if you are saying US citizens can enter or not as a tourist. Earlier I was commenting on the fact that it seems US citizens are able to enter Switzerland. Previously they were not allowed except for rare cases due to being on the high risk countries. But per the Entry restrictions for high-risk countries (admin.ch)
"A third country citizen may not enter Switzerland from a high-risk country, even if they travel in transit through a country that is not on the high-risk list.
A third country citizen may be permitted to enter Switzerland from a country that is not on the high-risk list provided they meet the usual entry requirements. They may fly via a high-risk country, provided they do not leave the airport transit area (i.e. they do not enter the country)."

Sorry, not trying to come off argumentative, just trying to figure all this stuff out, as information is all over the place on various official looking websites.
