Switzerland defining the US as a high-risk country or a low-risk country does not have impact on US citizens being able to enter Switzerland or not.
Switzerland's risk definitions are for quarantine purposes, not for entry purposes for the passengers arriving from that country.
Eligible people arriving from high-risk countries are do need to quarantine upon arrival to Switzerland but those from low-risk countries do not.
Nothing to do with the citizens/residents of low-risk countries being allowed.
