Hotels I've found that are upgrade friendly so far myself have been: JW Marirott, Westin, ROS, The W. I have not stayed at the St Regis but my friend who did got a multi level suite upgrade. I think Sheraton Sukhumvit would but they are so heavily sold out and limited availability.

Outside of Bangkok in Phuket almost all properties are doing very generous upgrades. I haven't travelled to Samui during the pandemic so cannot comment on that.

Thank you for the recommendations! Did the Marquis not upgrade you when suites were available? It looks like there suites available at both the JW and the Marquis.
