That is the protocol. The pool cabanas are free for Globalists. Guests can make a reservation for a cabana to set it up. If you have a butler/Club, your butler can arrange the cabana reservations for the entire stay.
If you're a Globalist there is no reason you shouldn't have a butler/Club either to handle that, though quality of butlers can vary based on my experience (our first stay I don't believe we ever met our butler).
