"AAdvantage® elite status members can upgrade from any eligible purchased, published fare in the Main Cabin or Premium Economy to the next class of service (Business or domestic First) for travel within North America on eligible American Airlines marketed and operated flights. Executive Platinum members can also upgrade on AAdvantage award tickets."

I believe the agent you spoke with is confusing points/cash upgrades, which Y to PE is listed.

Based on AA's own website of 500 mile stickers, the next class of service is clearly listed as business or domestic first, and NOT premium economy. Last I checked, Hawaii is still part of North America.
