What matters and supersedes all of this though, is the Department of Transportation does address it, quite explicitly:




So in theory, one could always file a claim with the D.O.T. if you don't feel that the airline has resolved your issue appropriately, and many choose to do so. I've done it myself w/UA, and sometimes it's the only thing that will spur an airline to do the right thing, although I've only done it once in almost 40 years of airline travel.
