In case it's unclear, I completely empathize with the OP and hope they get compensation from AS. I'm not trying to be difficult, but I am trying to understand what they are actually entitled to under the contract, not what is fair or what they deserve.
You seem to be a bit fixated on the COC, which is understandable, but this is where it gets murky. AA & UA both state in theirs that pax are entitled to the difference in fare between F & Y in this situation, I"m not sure about DL. However, AS doesn't address it at all.
What matters and supersedes all of this though, is the Department of Transportation
does address it, quite explicitly:
So in theory, one could always file a claim with the D.O.T. if you don't feel that the airline has resolved your issue appropriately, and many choose to do so. I've done it myself w/UA, and sometimes it's the only thing that will spur an airline to do the right thing, although I've only done it once in almost 40 years of airline travel.
