So they can do that to flights arriving from Greece to do spot checks. This was evident in 2015/16 when refugees were making their way north from the med countries. Right now the BuPo is meeting nearly all flights from outside Europe this way and are doing spot checks on so called high incidence and virus variant countries. I suppose they will do the same on flights from Greece soon.
Germany and Switzerland almost always does this on flights from GR mainly because Greece does not have biometric ID's and they don't trust their paper ID cards too much.
