Cancel a BA Avis booking paid with BA Voucher and Cash

I have booked car hire with Avis through BA. It was paid for partly using a voucher for a previously cancelled flight and partly with cash. The car hire was booked from YYZ. Our flight, that was booked separately with BA, has had changes to the domestic connection on three occasions. We have now decided to cancel it all as the chances of actually going are negligible. Flight cancellation was done through the website. I am waiting for BA to calculate the refund but as it was an Avios Club Class booking I am optimistic it will be straightforward.

The car hire is less straightforward. I have to phone up to cancel and that phone line is simply telling me to call at another time. I seem to remember when I booked the terms suggested I could cancel any time up to 72 hours before the booking date. From what I can understand now, I will be charged at least £100 to cancel?

When is a good time to call to get through to someone to facilitate the cancellation?

Does anyone know what the terms are for canceling car hire? Presumably, if I get anything back, the voucher proportion will be in a voucher again and the cash proportion I can demand cash?
