Yes, 2D and 2E are an emergent exit row. There is no 1D and 1E on the Q400. 1B is an emergency exit as well however 1A is not treated as an emergency exit. 2D I prefer 2E as I am able to stretch my left leg out without encroaching on the aisle. Either way no under-seat storage.
