I contacted Amex after booking my ticket. Chat agent reads out to me about $1100 ish cancellation fee. Phone agent took an hour to understand the fare and reads out around $500 cancellation fee. Both did not honor Qatar policy and say full refund is only for involuntary cancellation and Qatar may waive the change fee if they want to. Lucky i am with-in 24 hour period and cancelled the ticket to avoid fighting with Amex.

Never had any issue with the UK agents understanding the QR policies. They always seem to understand them better than QR themselves.
Too late now, but it'd be a case of hang up and call again with a different agent, as the original agent clearly didn't read the QR BWC policy.
