If it was intended to be up to the property, it should say something about the property's discretion and presumably to check with the individual property.
I've also stayed at several properties that charge for both (including some properties that are extremely cheap in their own ways), and I've never had any difficulty removing valet charges on award stays. But maybe I'm being too hard on those properties to assume that if they could legitimately charge for it they would.
