I read that language to say that if both are offered by a property, the guest can choose and the benefit should be valid for either one you pick. That language is describing a benefit to the guest, and not an obligation of the hotel so it would seem odd to assume it's the property's discretion. If it was intended to be up to the property, it should say something about the property's discretion and presumably to check with the individual property.

I've also stayed at several properties that charge for both (including some properties that are extremely cheap in their own ways), and I've never had any difficulty removing valet charges on award stays. But maybe I'm being too hard on those properties to assume that if they could legitimately charge for it they would.
