PVR arrivals is very quick if you preprint the immigration, customs and health forms at home. I also have an ABTC card which I highly recommend if you can get one (see the Travel Security forum) as it has worked every time at every airport I've visited in Mexico. Even without the ABTC card the immigration line at arrivals was very short, but then again we beat the rush with an early arrival - and you could see more flights arriving after us.
