Due to the JV agreement between AC, UA and LH Group; Air Canada is not allowed to sell a Canada-Turkey ticket on a TK codeshare on a direct flight from YYZ.
The only case where Air Canada is able sell TK's YYZ-IST flight under their own code is that if the customer travels to a third party country which the AC,LH,UA joint venture agreement doesn't cover.
