Just a hypothesis: Corona-related cash issues. The work on the planes that have been done even throughout last year had already been planned, budgeted and I presume paid for, it was too late to cancel them. The fact that no other plane has been refurbished since means that, although with some delay, AF has found a way to not spend money on it.
