OPM flying is not happening or is limited, period. This clearly impacts the elite ranks.
Logical conclusion would be extensions will happen solely based on that fact, regardless of location. Of course it would be stupid to announce anything now and disincentivize spend.
However some people here keep insisting that because they are still flying for work, everyone can.
