But those who business life was trans-border travel had higher barriers, as they would had to quarantine multiple times, if they could have gotten entry permission. So that USA based transborder business traveler was far more restricted.

If they were historical domestic travelers maybe, but as mentioned even a vast of amount domestic business travel is shutdown. There are few major businesses where a visitor can walk into the door and meet with other folks. And international travel is even more limited.
My point is regardless of where you are, business travel is highly limited and many are grounded from their normal air travel patterns.
Can some travelers re-qualify based on their domestic travel, yes but that limited group can do something that most (USA based or international based) can not do, travel as they did preCOVID.
And therefore for UA to something for just for international based elites but not for those others elites who are grounded would be very misguided and suspect UA understands this.
