Not sure I see an issue for the Canadian flyer who wants to qualify.
In addition to the hotel quarantine on return (cost estimated at $2K) and 14 day quarantine, there are COVID tests needed in both directions which adds considerably to the cost. So yes, someone from Canada can travel on UA if they're willing to spend 14 days in quarantine, ~$2K in hotel quarantines and COVID tests, plus the cost of any flight to take a single flight on UA. Plus, no UA credit card offer for Canada, so no option to rack up any PQP's by that way.
The ability to earn PQP's is vastly different for UA members located in the US vs. premier members outside of the US. United premier members in the US have had the opportunity to rack up PQP's on domestic travel without the significant barriers that exist for Intl travel. Passenger numbers reinforce this with domestic travel having recovered to >50% of 2019 levels recently, while most Intl travel is decimated. The playing field is VERY different for UA premier members located outside the US to be able to requalify.
