Yes, especially since that card only gets you in the DL lounge with no free guest route, so if there were a Centurion lounge and DL lounge and the former is at capacity that PAX +2 is going to wait it out and go into the Centurion lounge +2 if they can VS picking the DL lounge. Thus, the new policy should help in that case.
