Assuming that all kids are rascals is the assumption of someone who doesn't have kids.
Any child whose parents are raising him with any degree of attention is not going to cause any problems in an airport lounge. The kids who cause problems in an airport lounge are more likely to be kids of high net-worth parents who didn't want to bring the nanny along.
The solution is not to ban kids. It's to ban adults who are too selfish and/or irresponsible to supervise their own kids.
