Yes, advertised upper-class services aren't always what we expect. Balkan Air's non-stop Sofia-JFK service in the mid-1990s was sold with both economy and business-class fares. The plane was a one-class 767, and the only difference was that business-class passengers were seated in the front and offered free drinks. At least the business fares weren't outrageous.
