Based on the responses, I think I asked my question poorly, so I'll beg your patience as I ask it again. And hopefully I'll do so in a clearer way.

Person A needs to get from Nashville to Edmonton. She is young so cannot afford the in-hotel quarantine and is also afraid of it, having read that story of sexual assault in a quarantine hotel. Her plan, therefore, is to fly from Nashville to Buffalo, take a taxi to Niagara, and walk across the bridge. Then she will have a friend drive her to YYZ so she can fly to Edmonton.

My question is whether she will be free to proceed straight from the border to YYZ and on to YEG, or whether she will either need to serve out her 14 days in Ontario or at least wait to fly YYZ to YEG until she gets the results of her at-the-border test.

Can anyone offer clarity on this?
