If you're coming in on Amtrak you can switch to the DART Orange line at Union Station which will take you all the way out to the airport, where you could transfer to the rental car bus. Also, I've had good experiences with vehicles at DAL, but that was pre-Covid. Not sure what the selection would be like now.
