I flew a Basic Economy ticket to Europe in December 2019 and was told I was unable to check a bag for free although I had a Skymiles AMEX. Additionally, when checking in via the app, I wasn't given the option of a free checked bag like I typically am for domestic flights.
That makes sense since you flew Basic Economy - Economy next time probably makes more sense:
