As I understand it they were rebuilding the baggage belt system when the pandemic hit, and have persisted with what was supposed to be a temporary solution involving a separate baggage area at the end of the check-in hall. You still have to check-in at the airline desks, since they still need to relate that back to the booking conditions. The check-in hall is truncated by wooden panels on the apron side of the building.
