They can't do that until they start phasing in the new work and student visas, which probably isn't happening until after the Paralympics. Public opinion will play a big part in what happens after that, but expecting unfettered tourism by November seems awfully optimistic to me.
Optimistic yes (I am booked for late November), but that's what the cancellation policy is there for I suppose.
