If I am not mistaken, access to the fitness center was allowed to quarantine guests up until December when the uptick in covid cases happened. Sounds like they have not resumed access to the gym yet.
But it is supposed to be available as part of relaxed restrictions. From Thai Embassy DC website:
while undergoing quarantine, travelers will be allowed to engage in leisure activities under terms and conditions granted by the Ministry of Public Health of Thailand, namely exercising in the fitness room, outdoor exercising, swimming, bicycling within a controlled area, and ordering goods and food from outside.
