What is most unclear is what is planned for the jewelry on importation into the US. OP relates that his family will be arriving on tourist visas. Presumably the intend to leave within the restrictions of their visas. What happens to the jewelry at that point? Do they take it with them? Do they sell it? Do they give it to friends & relatives? Will they receive anything in return if they "give" it?
