No, but they have several partner airlines that do. It really depends upon what your goal is -- but if the goal is earning free flights, the current UA program is not a good fit for someone who's asking about how to save money on frequent trips. UA is rewarding people who spend more, not less.

Agreed, but a million miles is a long way, and many people will never get there. And there's no way to know what Premier Gold will look like by that point.
I've already given my advice on how to save money flying UA, but based upon further comments from the OP, I wanted to make sure to set expectations properly.
