He appeared to point certain things out to them and went up and down the aisle a few times, but otherwise stayed in the galley. With crew possibly coming back from furlough are there service checks being undertaken on the job?

The blue tabard wearing crew member is an onboard safety evaluator (OSE). They're monitoring the senior cabin crew member and other members of crew that they're fulfilling a certain level of safety and security to CAA standards in their duties. They're purely there to monitor and aren't otherwise an active member of the cabin crew.
