I haven't stayed at the new HH, but I can confirm that the location is not good for a vacation travel. Expect to need to drive to go to anything of interest in town- that area of town mostly caters to business travelers headed to one of the mines in the area, or the north slope oil fields.
I stayed at the Springhill Suites downtown a few weeks ago. It was as expected - clean and reasonably modern. I've stayed at the Hampton Inn across the street from the HH as well, and it's the same. Given a choice of three, I'd pick the Springhill if I intended to spend any time in town. If you're just passing through and want a crash pad, then any of the three will be good. Springhill has a great restaurant downstairs, Lavelle's bistro. Worth checking out in any case.
In general, when it comes to AK hotels, don't expect much more than clean and comfortable. Even the Captain Cook in Anchorage (former guests including Pres. Obama and Xi Jinping) wouldn't impress compared to the lower 48.
