This may just be sloppy IT with insufficient checks at that point. What happens if you get to the payment page? It would have been blocked in the past, may be the IT check are smarter at that point.

We need someone to fall on the sword for the community but I think it will be a clean result -- either yes or no -- doubt it will cause you to mess up the ETC

And if the ETC needs to be re-instated, you will get another 2 years for your trouble.
