Fair enough...but this was never really a question except with respect to how the policy would play out with wallet credits.

Cancelling a reservation and holding the ticket for future travel has never incurred a penalty at the time of cancellation, just when the ticket was exchanged for future travel--so, with the "change" penalty gone, the "cancel" penalty was effectively gone. Now we know that electronic wallet credits will, logically, play out the same way.
