Yes OCIs are allowed to come home. But the quarantine is not waived. The GoI gave the ME3 and EU3 a lot of pain for bringing in transit pax. This might flare up again this summer.
Fingers crossed that with the vaccination numbers and time till June .. they might soften the arrival restrictions.
