Smoking is perhaps less ubiquitous than it was 5-10 years ago, but some restaurants and pretty much all bars allow it. So your principled stance to "refuse to go anywhere in the world that still permits smoking in bars/restaurants" means Dubai is out for you, although I agree with pinniped "nonsmokers could have an enjoyable time in Dubai without inescapable smoke."
