If anyone comes back to this thread, the answer from my & my family's recent experiences of international arrivals (trust it at your own risk):
J without luggage around 30 mins.
Turkish citizens in Y without luggage around 30 mins.
J with luggage around 30-45 mins.
Y with luggage (both Turkish & foreign citizens) around 45-60 mins.

If you are a slow walker, probably worth adding 15 minutes. If more than 2 pcs checked luggage, another 15 minutes.
