No - i isn't ; Cancellations Permitted is all that is needed
If cancellations are permitted , then a refund is always back to original form of payment
If it says something like
CANCELLATIONS
BEFORE DEPARTURE
CHARGE GBP 50.00 FOR CANCEL/NO-SHOW/REFUND.
then with a cancellation, the amount paid minus GBP50 will be refunded to original form of payment
Where credit only is givem then it will say that there is no refund but have other privision in rules to allow for credit
