It is "broken" in the notional sense, but not "broken" in the sense of the elevator control system. This is the worst case, I think, because if the elevator was disabled in the control system, you could get one of the two fully functioning cars by pushing the call button. And yes, reporting is the correct thing to do, and what I did. I am surprised the hotel did not deactivate this elevator car pending repairs.
