Unless there is a heavy handed local or state restriction in place, hotels are not doing this at this point in the pandemic and by in large, never were. If a room isn't getting cleaned it's likely because there is no housekeeping staff to clean it due to last year's mass layoffs rather than any type of restrictions. I've been in the industry for 20+ years (currently with Hilton at a Hampton) and know people at multiple properties (HIS, HWS, CY, RI, FFI, Hyatt Place) across multiple brands and not one that I'm aware of has ever turned down business during the pandemic nor has the parent company issued any edicts about COVID control measures. If a room can be sold, it will be sold and will not go unused.
