The issue with this particular elevator is that it's really slow, but not actually broken, so you can't really bypass it. If it's the elevator that comes, the system won't call a different car for you because the elevator is already there. And people are waiting for the next one because of the social distancing limits on elevator capacity, and they push the button, and the door opens again, and the cycle starts over. So it would actually be better for the elevator to just be turned off until it's repaired.
One could say not functionally appropriately is a form of broken. Either way, reporting the issue to the front desk will reduce the non-optimal functioning period.
