Franksknorge: I filed complaints under both routes (USA DOT and Canada). Both have seemed pretty ineffective. You get a response from the complaint administration saying that your complaint has been generated. However, nothing really occurs. Or at least, after several months of being in the queue, I have nothing material to show for the complaints themselves.

Thanks
SK AAR. While I know the prevailing advice was to wait until the flights are cancelled by the carriers themselves, it was the return portion of the trip itself. When our outbound was cancelled, it was just easier for us to cancel everything all together than monitor each segment (hotel, car rental, air tickets etc). It was also during the time period when people were waiting several hours to get through to call centres thanks to the volume of cancellations. In this case, my suspicion is that the "inaction" clock started in April 2020 and likely put me higher up in the queue.
