Your bank might have a bill pay feature. If it does, they'll ACH it to their list of billers, and if the payment is to a business/person/biller not on their list, they'll mail out a bank check (and pay postage too!) to the recipient
No, Microsoft sent me an email noting my payment could NOT be processed.
In general when companies offer a service (like Azure) which is marketed for users who pay $$$ per month they don't think that people whose bills run < $0.25/month even exist.
