Do infants really not need a ticket?

I booked my wife, toddler + infant to come spend the weekend with me in Stockholm where I am commuting from London at the moment (thank the powers that be for -EUNBA fares so that I don't have to fly RyanAir). The booking was done on BA.com and resulted in paper tickets because of the infant. Unfortunately, the tickets were lost in the mail and I had new tickets sent out last week. However, they arrived with just the child + adult ticket.

When I rang this morning to get the infant ticket sent out I was told that infants don't need a ticket. That surprises me a bit, as I've always needed a ticket in the past and I've paid for this one too (albeit a massive £7 ). If this is really the case, why not just allow e-tickets?

Can anyone confirm that the agent is correct?
