In January 2020 I booked a RT FRA-LIS-YVR on TAP Portugal website. The trip was schedules September 2020.
In early September TAP I cancelled the trip and TAP send me an email with options of a voucher (via the Manage Booking options) or refund (via the Call Center), I choose a refund and was given a refund number on the phone.
Since then I received absolutely nothing from TAP, not even a confirmation that refund is due or registered. All I have is the refund reference given by phone.
I made a chargeback with AMEX Germany with the necessary documentation. This chargeback has been refused three times now, everytime saying that TAP offer a voucher and thus a refund is not due, I keep telling them that I have a refund reference and I do provide it, but AMEX does not even ask TAP the status of this reference.
It seems that for itinerary touching US, DOT is a great way to force AMEX hands. Is there an equivalent and as easy way for Canada ? I suspect going through a German regulator will be difficult.
