I don't believe there is any question that a UA issued ticket using LH will be anything other than UA change rules (especially ex-USA).

Enjoy more flexibility when you fly with us. Fare Validity: This applies to all tickets, all UA fare types, all destinations, all points-of-sale, all travel dates available for sale, provided ticket number starts with 016.
No caveats about UA operated which UA is quick to note when that;s the policy. Cancellation fee will be set by the fare rules which could be either UA or LH .

The OP is still cover for an non-ex-USA for pre-31 March purchase
