In regards to "Complimentary at check-in," does QR pre-select seats for all passengers?

In past experience on Emirates, all passengers are pre-assigned seats which can be moved at check-in, but almost everything is taken at that point. Does QR do this, or is it more like with european carriers where you can get a decent window/aisle seat at check-in?
