My first solo international roundtrip flight was when I was 12. I flew from roundtrip JFK-FRA-MUC. Unless your son has shown a hesitancy, why not let him do it? In some states, 16 year olds can get married. At the age of 16, most kids have a driver's license and/or driver's permit. If they can drive, they can fly.
