Health questionnaire is only available to complete on the safe travels website starting 24 hours before your flight.
My experience was the Health Questionnaire was available the day before, as opposed to 24 hours prior. I uploaded our test results about T-27, and the questionnaire was there, and accepted when I filled it out. And the QR Code was emailed immediately.
