They ask for the address where you plan on using the phone the most and assign a number local to that address. It doesn't have to be your billing or shipping address--if you want a number from $randomtown, put in City Hall as your usage address.
With Google Fi, there maybe another way to select your own phone number. I think they allow port in of a Google Voice number. So you could use your existing mobile number to get a GV number. I remember the last time when I got a GV number, they let you choose every digit in the number as long as they are available. I live in 909 area code in California. I picked the exact same phone number in North Carolina with 919 area code. It really confused people when I call them on my 919 number LOL.
